Low Voltage Rescue & CPR Non-Electrical Course Information

The is the latest update to the LVR & CPR course. It will provide you with the practical skills and knowledge to perform rescue procedures from a live Low Voltage (LV) panel, and to perform cardiopulmonary resuscitation (CPR) on a casualty. The LVR & CPR course is essential if you are performing live work or working with live switchboards.  

The course is a combination of self-paced online learning which takes approximately  1-2 hours, followed by a 1 hour face to face assessment. You are required to complete the online learning before attending the face practical assessment.

Course Overview

This new LVR and CPR course involves the skills and knowledge required to perform a rescue from live low voltage (LV) electrical apparatus in an electricity supply industry (ESI) environment, not including overhead lines and underground cables.

It includes the organisational workplace requirements for the inspection and use of live LV panel rescue equipment, and how it applies to ESI workers to meet work health and safety (WHS)/occupational health and safety (OHS), mobility and mutual aid requirements.

Completing the course will provide an individual with the skills and knowledge to stay safe and understand compliance requirements for safe approach distances for the worker, plant, tools and equipment and consists of real-life practical skills and knowledge to allow the participant to be able to identify and mitigate hazards in their working environment.

Furthermore, it will provide an individual with the skills and knowledge to carry out and complete the LV panel rescue procedure and to perform cardiopulmonary resuscitation (CPR) on a casualty in a range of situations. It consists of real-life practical skills and knowledge to allow the participant to be assessed as competent in providing CPR in line with Australian Resuscitation Council (ARC) Guidelines as well as rescue procedures from a LV apparatus.

Due to the high-risk nature of the industry, the program isregarded as a mandatory requirement for specific industries in which employees are required develop or maintain their professional skills.

Qualifications Issued

On successful completion of the course students will be issued with a nationally recognised Statement of Attainment for:

  • HLTAID009 – Provide cardiopulmonary resuscitation
  • UETDRMP007 – Perform rescue from a live low voltage panel
  • UETDREL006 – Work safely in the vicinity of live electrical apparatus as a non-electrical worker

It is recommended that this course be renewed every 12 months, in line with industry standards. The CPR Certificate is issued by our Training Partner, Allens Training Pty Ltd RTO #90909.

Assessment Activities

Performance tasks and scenarios:

  • Perform CPR on an adult (incl. the use of an AED and placing a casualty into the recovery position)
  • Perform CPR on an infant
  • Complete Risk Assessment forms
  • Inspection and placement of rescue equipment
  • Prepare to work safely and respond to an LV incident
  • Complete an Incident Report

Entry Requirements

  • Physical capability to be able to meet the demands of the practical demonstration skills including CPR (Important note: In order to issue an accredited certificate CPR must be performed on the floor with no exemptions)
  • Physical fitness to be able to meet the demands of the practical demonstration skills including manual handling in the rescue of a mock casualty
  • Sufficient English language, literacy, numeracy and visual interpretation skills to successfully complete the course
  • Personal safety equipment (PPE) must be provided by the student and worn during practical sessions
  • If required, students must complete the online pre-course work prior to attending the in-person session depending on the course delivery mode
  • Online study: Students must have access to a computer, smartphone, tablet or other electronic device with access to the internet to complete the online/ pre-course studies.
  • Valid Unique Student Identifier (USI) required prior to course commencement. Click here for more information on setting up a USI if you don’t have one.

  • Arrive 10 minutes prior to the course start time. Late arrivals will not be allowed to attend the course.
  • Wear appropriate attire including enclosed shoes.
  • Ensure you have verified your USI
  • 100% completion of the online learning material prior to arrival
  • Provide photo ID upon entry

Students unable to meet the above requirements on the day will have to reschedule in-person training.

If you withdraw less than 2 days prior to your course, or fail to turn up on the day of your training, no refunds can be given.

All requested changes to a booking must be made in writing. In the event of a cancellation request by a customer, a voucher will be issued to the value of the amount paid. This voucher can be used to book any future courses with us.

How often do you run the LVR & CPR Course?

We run LVR CPR daily between our 3 training venues and Saturday morning at our Wangara training facility.

All dates and start times are available on the ETA booking calendar.

What’s the difference between LVR/CPR & LVR/First Aid courses?

The Low Voltage Rescue & CPR Course and the Low voltage Rescue & First-Aid Course both offer the following units;

  • HLTAID009 Provide Cardiopulmonary Resuscitation, and
  • UETDRRF004 Perform Rescue from a Live LV Panel

In addition, the Low Voltage Rescue & First-Aid course also includes:

  • HLTAID010 Provide basic emergency life support
  • HLTAID011 Provide First Aid

How long after completing the course do I get my LVR/CPR certificate?

In most cases, Low Voltage Rescue & CPR certificate will be issued electronically within 24 hours of successful course completion. However, in rare cases, there may be delays processing your grades in which case your certificate may be later than 24 hours. If you are not successful in completing the course, you will not receive a certificate.

How is the LVR & First Aid Course course structured?

The first part of the course is the online component which takes around 3 hours and needs to be completed in your own time. Then you attend the in-person classroom component to complete your practical assessment which takes 2 hours.

Where is ETA Training located?

We have three training locations in Perth - Wangara is our main training venue and is conveniently located at Unit 5/10 O'Connor Way, Wangara, Perth. We also offer training in Treeby at the Treeby Community Centre, 1 Torwood Ave, Treeby and Welshpool at the Welshpool Learning Centre, 37 Murray Road S, Welshpool. We have ample free parking available onsite.

Do you do onsite training?

Yes we do! For corporate clients interested in group training we will come to your business. Where do I locate my Test & Tag License number?

Your licence number is located on your Statement of Attainment certificate. Use the last seven digits of the certificate number as the licence number.

Test and tag regulations in WA

WA regulations requires that anyone who does not have an electrical qualification should be competent when using a Portable ApplianceTester (PAT) when testing and tagging electrical equipment. To be deemed competent you need to have successfully completed a nationally recognised training course and received a Statement of Attainment.

Does hire equipment need to be tested and tagged in the workplace?

According to AS/NZS3012 hire equipment needs to be inspected prior to hire and once on site it should be tested once a month. If portable hire equipment remains on site longer than 1 month it should be tested and tagged every 3 months. If you are using hire equipment and it is due to be tested and tagged then it becomes your responsibility to have it tested.

What Australian standards should I refer to for testing and tagging?

AS/NZS 3760 is the main standard for testing and tagging electrical equipment and appliances. AS/NZS 3012 also has information on testing and tagging and is directly related to the construction and demolition sites. Worksafe WA have also published a free Guide to testing and tagging portable electrical equipment and residual current devices at workplaces.

What needs to be tested and tagged?

It is recommended that any cord connected equipment (toasters, drills, computers, power tools) and cord assemblies (extension leads, power boards, EPODs, computer leads, phone/battery chargers) in the workplace are tested and tagged. If the equipment can be plugged into a low voltage supply (240V) then it’s always recommended the appropriate test and inspections are performed to ensure the equipment is safe to use.

Does new equipment need to be tested and tagged?

You don’t need to test new equipment but a visual inspection must be carried out to check for any obvious damage. You are given this option for new equipment because the supplier is the one deemed responsible for making sure the electrical equipment is safe to use.

A “New to Service” tag can be used for equipment that is new and entering service for the first time. The tag shall contain the following information:

  • Wording “new to service”
  • Date of entry to service
  • Date when next test is due
  • Statement “This appliance has not been tested in accordance with AS/NZS 3760”.

Do you need to test and tag office equipment?

It is not a legal requirement to test and tag office equipment but the WHS regulations in WA require a person conducting a business or undertaking (PCBU) ensure that all electrical equipment is regularly checked to reduce risk or harm to people in the workplace.

What are the test and tag colours for WA?

If you are working in the construction, demolition or mining industry you would refer to AS/NZ 3012 for test and tag colours:

Red: December, January, February

Green: March, April, May

Blue: June, July, August

Yellow: September, October, November

Check your local state/territory legislation and regulations as they may require tags to be a certain colour.

How long does the test and tag course certificate last?

The nationally recognised Statement of Attainment that you receive when you successfully complete your test and tag course does not have an expiry date. This means once you are deemed competent you are not required to renew your qualification.

However according to AS/NZS3760 all inspection and testing of equipment must be carried out by a Competent Person. Keeping up to date with workplace regulations, relevant standards such as AS/NZS 3760, Codes of Practices and Guidelines will ensure you have the skills and knowledge to competently test and tag.

How often is RCD testing required?

RCDs provide personal protection and save lives which is why there are strict guidelines in place for testing intervals. According to AS/NZS 3012 which relates to construction and demolition sites, portable RCDs require a push-button test every day. An operating trip time is also required every 3 months.AS/NZS 3760 recommends that portable RCDs located in factories, maintenance workshop or similar are subjected to a daily push-button test or before each time they are used.

How often is testing and tagging required?

It depends on what industry you are involved in and the operating conditions that the equipment is subjected to, such as vibration, heat, chemicals, dust. Mining, construction and demolition sites test cord connected equipment every 3 months. It is recommended that factories, workshops and manufacturing areas test and tag every 6 months.  For further information AS/NZS 3760 2022 and AS/NZS 3012 provide recommended testing intervals.

Is testing and tagging mandatory?

It is mandatory for businesses in the construction, demolition and mining industries to test and tag. For all other workplaces it is not a requirement to test and tag but all electrical equipment must be regularly checked and inspected to reduce the risk of injury or harm to employees.
